Brazil INMETRO Portaria 140/2022: A Microinverter Importer Checklist

Brazilian market access should be planned before a production order, not after goods reach customs. INMETRO identifies Portaria 140/2022, as amended, as the compulsory conformity framework for covered photovoltaic equipment; its FAQ includes on-grid and off-grid inverters with or without storage up to 75 kW.

Confirm scope with the responsible local party

Classify each sales configuration: grid-tied microinverter, hybrid function, off-grid output, storage interface, communication gateway and supplied accessories. Record rated power, AC voltage/frequency, PV input range and intended use.

Do not assume that a low unit power or module-level format creates an exemption. Confirm the current ordinance, amendments and conformity route with a qualified Brazilian certification partner.

Freeze model-family logic before testing

Define what differs across suffixes: power stage, PCB, enclosure, firmware, radio, connector and country setting. Ask the certification body which variants can be grouped and which require separate evidence. Commercial names, labels and test samples must remain traceable to the approved configuration.

Dossier element Importer hold point
Scope decision Written classification and current rule
Applicant/importer Legal entity and responsibilities confirmed
Model family Variant matrix approved before sample shipment
Laboratory plan Tests, samples and language agreed
Rating label Portuguese data and controlled artwork
Manual Installation, warnings and grid configuration
Registration/listing Public status checked before sale
Change control Certification review triggers in contract

Align electrical evidence with Brazilian ratings

The test configuration should match the marketed voltage, frequency, output power and firmware. A report for a similar export model is not automatically transferable. Coordinate safety, EMC, grid behavior and energy-performance information under the current program requirements.

Use the grid voltage and phase guide to eliminate quotation ambiguity. Installation acceptance by a utility can require additional local steps beyond INMETRO product conformity.

Control Portuguese labeling and manuals

Freeze rating label, regulatory mark usage, importer identification, warnings, packaging and manual revision. Verify legibility after environmental exposure and ensure model names match the registration exactly.

Do not paste a mark onto unapproved stock. Retain approved artwork and link its revision to the production BOM and inspection plan.

Plan surveillance and changes

Certification is not a one-time document purchase. Contract for supplier access to factories, samples and records needed for surveillance. Notify the responsible body before changing critical components, firmware, enclosure, radio module, connectors or manufacturing site.

Incoming inspection should verify nameplate, serial traceability, seals, connector configuration and firmware against the approved sample. The OEM sample evaluation plan provides a useful commercial layer in addition to regulatory testing.

This is a procurement guide, not Brazilian legal advice. Send the model matrix, ratings, manuals and importer details through TMG Contact. TMG can organize the technical file for review by the appointed Brazilian conformity specialists.
