Italy CEI 0-21 Microinverter Procurement: A Supplier Document Checklist

A microinverter intended for Italy needs more than a generic EU Declaration of Conformity. The supplier, importer and project team must connect the exact commercial model to the applicable edition of CEI 0-21, its grid-interface evidence, the chosen connection route and the data used by the Italian distribution-system operator (DSO) and GAUDI process.

The consolidated CEI 0-21 publication available in late 2025 identifies the Italian low-voltage connection requirements and defines rated power for photovoltaic generation with reference to inverter capacity. For a distributor, this makes model identity, firmware, power data and project classification purchasing controls—not paperwork to collect after shipment.

This article is a supplier due-diligence checklist. It does not replace the current standard, DSO instructions, electrical design, installer declarations or regulatory advice.

Freeze the applicable rule set and exact model

Record the CEI 0-21 edition and amendments used by the laboratory and manufacturer. Then freeze the product identity that will appear on the inverter, carton, invoice, Italian manual and project submission:

  • Manufacturer and commercial brand
  • Complete model number and suffix
  • Rated AC power and current
  • Single-phase or three-phase connection
  • Hardware revision and production site
  • Firmware version and Italian grid profile
  • Integrated or external interface-protection arrangement
  • Communications and export-control accessories

A family declaration is useful only when the purchased SKU is unambiguously inside its scope. A visually identical enclosure does not prove identical relays, sensing, firmware or grid behavior.

Classify 350 W, 350–800 W and larger projects correctly

Do not use “balcony solar” as the technical classification. The official E-Distribuzione guidance separates a Plug & Play photovoltaic installation at 350 W or less from installations above 350 W and below 800 W. CEI 0-21 defines Plug & Play rated power as the lower of inverter rated power and the sum of module STC powers, with a maximum of 350 W for that category.

E-Distribuzione states that only one Plug & Play installation is permitted per point of delivery (POD) and that it cannot share a POD where another generation plant is already present. Confirm the current requirement with the responsible DSO rather than assuming one distributor's guidance is universal.

Review the CEI 0-21 evidence as a traceable dossier

Request a controlled document set that connects each claim to the exact model and firmware. The conformity declaration should identify the manufacturer, model scope, applicable CEI 0-21 edition, responsible signatory and supporting test evidence. Where reports or annexes are referenced, request enough information to verify that they belong to the supplied design.

The engineering review should cover:

  1. Voltage and frequency operating ranges
  2. Interface protection and loss-of-mains behavior
  3. Reconnection logic and timing
  4. Active- and reactive-power control functions
  5. Power-quality and DC-injection evidence where applicable
  6. Italian parameter set and access control
  7. Tested firmware, hardware and accessory configuration
  8. Manufacturer control of equivalent production units

Reconcile inverter power across every document

Power values drive both technical classification and administrative data. The CEI 0-21 text states that, for a PV generator, maximum active power is limited by inverter rated power when that value is lower than the sum of module STC power. Terna's GAUDI support similarly distinguishes PV peak power from nominal inverter power and explains that nominal active power is calculated using the lower value.

Create one power-data sheet for the project:

Do not silently change the commercial model after the connection data has been prepared. Even a lower-power substitute can create mismatches in the single-line diagram, declaration, GAUDI record and commissioning file.

Supply the documents the Italian installer actually needs

An English test report may support engineering review, but a distributor-ready package also needs controlled Italian-facing documents. Agree who translates, approves and updates them.

The supplier pack should include:

  • Italian datasheet with exact model and ratings
  • Italian installation, commissioning and user manuals
  • CEI 0-21 conformity declaration and referenced report schedule
  • EU Declaration of Conformity and applicable safety/EMC evidence
  • Rating-label and carton artwork
  • Italian grid-profile selection instructions
  • Connector, branch-cable and protective-device requirements
  • Sample single-line diagram showing the relevant interfaces
  • Serial-number and firmware recording method
  • Warranty, RMA route and identifiable service contact

For the E-Distribuzione simplified route above 350 W and below 800 W, its published guidance calls for the installer's declaration of conformity, a stamped and signed single-line diagram, and the operating regulation in CEI 0-21 Annex G-bis. These are project/installer documents, but the supplier must provide accurate product data so they can be completed.

Keep product evidence separate from project registration

A supplier declaration does not register the plant. The project owner, delegated party, installer and DSO perform different steps. GAUDI is the national registry that uniquely identifies electricity-generation plants, while the DSO connection process handles the site and activation workflow.

Before quotation, request:

  • Installation address and POD
  • Responsible DSO and chosen connection procedure
  • Module and inverter schedule
  • Existing generation and storage
  • Single-line diagram and point of connection
  • Proposed commissioning date
  • Party responsible for DSO and GAUDI submissions

Keep names, model numbers and power values consistent across the quotation, DSO portal, GAUDI record, declarations and as-built handover. Administrative corrections after commissioning can delay later energy-service or incentive workflows.

Control firmware, labels and production changes

The CEI FAQ library specifically addresses conformity declarations, additions of storage, equipment replacement and firmware-related functions. That is a warning against treating approval as permanent when the supplied configuration changes.

Require written notification before changes to:

  • Grid-control or protection firmware
  • Relays, sensing circuits or power stage
  • Communications and export-control hardware
  • Connector or enclosure design
  • Product model, suffix or rating label
  • Manufacturing site or critical components

For each firmware release, document the affected functions, test impact, approved Italian profile, recovery method and installed-base plan. Use the firmware change-control guide to prevent an update from silently replacing the commissioned settings.

At receiving inspection, sample the exact model/suffix, rating values, firmware or batch traceability, manual revision, connector set and carton identity. Quarantine unexplained deviations until the evidence owner approves them.

Put approval gates into the RFQ and purchase order

Use five commercial hold points:

  1. RFQ gate: POD, DSO, project power, phase, existing equipment and intended route recorded
  2. Evidence gate: exact-model CEI 0-21 declaration, report references and firmware checked
  3. Sample gate: label, connectors, Italian manuals, monitoring and grid profile matched
  4. Production gate: controlled BOM, firmware and document revisions frozen
  5. Shipment gate: route assumptions rechecked and receiving-inspection plan issued

Supply for Italian low-voltage grid-connected projects is conditional on confirmation of the exact model and suffix, applicable CEI 0-21 edition, tested hardware and firmware, project power classification, responsible DSO procedure and complete Italian document pack. Product, firmware, label or production changes require written review before shipment.
